COMES NOW Town of Milford, Indiana, and adopts this request for proposals for lease of the real estate owned by the town, located at 706 West Syracuse Street, Milford, Indiana 46542. The town has decided to request proposals under Indiana Code Section 36-1-11-10. The town has specifically determined that the procedures identified under Indiana Code Section 36-1-11-10 are inappropriate for lease of this real estate, as the town wishes to insure that the real estate remains available for purposes of supplying childcare to the citizens of Milford and the surrounding environs.

Criteria to be used in evaluating the proposals include the lessor’s ability to make childcare services available in a fashion identical to or similar to that previously provided by the previous tenant at that real estate, New Beginnings Childcare, Inc. Other factors included in evaluating this proposal are:

1. The property may not be leased to a person who is ineligible under Indiana Code Section 36-1-11-16.

2. Any proposal submitted by a trust must identify each beneficiary of the trust and each settlor empowered to revoke or modify the trust.

3. Any proposal submitted by a corporation, limited liability company, partnership, or limited liability partnership must identify all owners and the managing member or members, if any.

The primary importance of this lease to the town is to ensure that childcare services remain available for its residents and the residents of the surrounding environs. As a result, the willingness and ability to provide such services is of primary importance. Residents in the Town of Milford and price are secondary factors.

Any person or person who has questions concerning the solicitation or requirements may communicate with Patricia Gall, Clerk Treasurer for the Town of Milford, for the purpose of clarification and obtaining full understanding of the requirements of this request for proposals.

The request for proposals shall be published in accordance with Indiana Code Section 5-3-1. All eligible offers will receive fair and equal treatment with respect to any opportunity for discussion and revisions of proposals.

Any response to the request for proposals shall be filed with the Clerk Treasurer of the Town of Milford no later than May 5, 2025, at 1:00 p.m. After reviewing the proposals, the town shall make prompt review of the proposals then filed and shall dispose of the subject property in accordance with the most appropriate response thereto. Afterwards, access to the proposals shall be determined in accordance with Indiana Code Section 5-23-7.
