Notice is hereby given to the taxpayers of the library district known as Syracuse-Turkey Creek Public Library (the “Library”) that the Kosciusko County Council (the “Council”) will meet at the Kosciusko County Council, 100 West Center Street, Warsaw, Indiana, at the hour of 6:00 p.m. (Local Time) on January 8, 2026, to consider the following additional appropriation of the bonds (the “Bonds”) which the Board has determined to issue.

An appropriation in the amount of $7,385,000, plus premium and investment earnings thereon, on account of the construction of a new Library Building, including site improvements and the purchase of equipment and technology (the “Project”), including the incidental expenses necessary to be incurred in connection with the Project and the issuance of Bonds on account thereof. The funds to meet such additional appropriation are to be provided by the issuance and sale of Bonds by the Library.

The foregoing appropriation is in addition to all appropriations provided for in the existing budget and tax levy, and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary library facilities in the library district.

Taxpayers of the library district appearing at the meeting shall have the right to be heard in respect to said additional appropriation.
