WATER UTILITY IMPROVEMENT PROJECT
REQUEST FOR PROPOSAL – CDBG ADMINISTRATIVE SERVICES

To assure compliance with the Indiana Office of Community and Rural Affairs (OCRA) and related requirements regarding competitive negotiation of services, Turkey Creek Regional Sewer District is seeking proposals for the provision of the services described below relating to the federal administration of a pending CDBG grant in relation to the completion of a Water Utility Improvement Project.

Description of Services Needed

If selected, your firm will be required to provide the grant administrative services associated with a CDBG funded project. These services include, but are not limited to, the following:

Grant Administration

• Assist with Grant Award Documentation Completion.
• Attend FEEPS Review Meetings on Behalf of Grantee.
• Meet with District to Establish the Grant File.
• Complete Civil Rights file (Fair Housing, Drug Free, Section 3 Reporting, MBE/WBE Reporting, etc.)
• Schedule Release of Funds Meeting and Provide OCRA with necessary information to obtain Release of Funds.
• Attend Various Monthly Meeting to give update on Grant/Project status.
• Prepare Monthly Invoice Summaries for Council Usage on Grant/Project Spending and Complete all Required Financial Documents
• Prepare all Semi-Annual Reports for Community.
• Prepare and negotiate and grant modifications.
• Prepare all Close Out documentation (Step 1 & 2)
• Attend Grant Monitoring meeting.
• Resolve any grant findings/questions (if necessary).

Labor Standard Service

• Provide Federal Information for Plans and Specifications
• Attend and Conduct Pre-Bid Meeting
• Authorize Bidders via State
• Attend Pre-Construction Conference
• Prepare all Necessary Labor Standards forms requested by OCRA & SRF
• Review Monthly Payroll Reports
• Conduct Employee Interviews
• Close Out Labor Standard File

Type of Contract

Turkey Creek Regional Sewer District will execute a firm, fixed-price type of contract for these services. All services will be delivered for the agreed upon price.

Prospective offerors should note the successful proposer must meet the following terms and conditions:

Grant Support has a 10% MBE/WBE goal for all projects funded with Community Development Block Grant Funds.

Proposal Content

The proposal should include the following:
1. A description of expertise, experience and resources directly relevant and available for the proposed project.
2. A list of similar projects previously completed.
3. A list of references.
4. Resumes of professional staff members that will work on this project.
5. Name of person to be in charge of project.
6. Description of scope of services as per “Description of Services Needed” and proposed prices as per “Type of Contract”.
7. A project timeline.
8. Proposed Fee for Providing Services

The proposal shall also provide the following information: name, title address and telephone number of individuals with authority to negotiate and bind the proposer contractually, and who may be contacted during the period of proposal evaluation.

Award of Contract

1. Specialized experience or technical expertise of the organization and its personnel in connection with the scope of services to be provided and complexity of the project. (25 pts.)
2. Past record of performance on projects similar in nature as it relates to recordkeeping, quality of work, timelines and federal monitoring results. (25pts.)
3. Capacity of the organization to perform the work within time limitations, taking into consideration the current planned workload of the firm. (15 pts.)
4. Familiarity of the organization with this type of project or problems applicable to the project. (25pts.)
5. Cost of Services. (10 pts.)

If you are interested in providing the required services, please note six (6) copies of the Proposal of each prospective organization must be received by Turkey Creek Regional Sewer District, 4852 N. 1200 West, Cromwell, Indiana 46732 no later than 4:00 p.m., local time, on February 13, 2026. Each Proposal will be reviewed for completeness and clarity according to the above criteria. Interviews are expected to be held on February 23, 2026.

The District may or may not negotiate the fee schedule with one or more offers. The District reserves the right to reject any and/or all proposals. The District is an Equal Opportunity Employer.
