Project Overview
In an effort to improve security at our facilities, the Town of Syracuse is seeking interested parties to install security systems in numerous Town-owned and operated properties. These include the following:
1. Town Hall
2. Street Department
3. Water Department (4 locations)
4. Waste Water Department
5. Records Storage
6. Parks Department (8 locations)
There are two separate components to this project
Item 1: Camera Systems
• Camera systems will be operational 24/7/365. The system will need to be smartphone/computer compatible so that the cameras may be monitored as needed.
• Cloud storage of data
• Several of the locations do not currently have internet service. Providing for a wireless signal will be part of the design and bid pricing
Item 2: Keyless Point of Entry
• 6 municipal buildings will require keyless entry (FOB or similar technology)
• Doors are a mixture of interior and exterior (approximately 55 total)
• Numerous doors will require installation of electrical power
Vendor services shall include the following:
1. On-site tour of facilities and locations
2. Attend staff meetings as needed
3. Design recommendations and pricing to include schematic layout of proposed camera and/or keyless entry locations
4. Installation of equipment
5. Ongoing servicing of equipment (annual contract)
Interested parties are invited to quote on either Item 1 or Item 2, or both. If quoting both items, they will need to be separated for evaluation and consideration.
Company Background
The Town of Syracuse is located in north central Indiana, approximately 40 miles from South Bend and 40 miles from Fort Wayne. The 2020 Census population is 3,079. Syracuse is a regular destination for visitors where there are over 4,200 acres of breathtaking lakes (Syracuse Lake, Lake Wawasee, Allen Lake, Rothenberger Lake, Hammond Lake and Papakeechie Lake).
Major highway routes crossing Kosciusko County, Indiana, are easily accessible to and from Syracuse. SR13 traverses the length of the town with US 6 and US 30 running east and west, are 2 minutes and 20 minutes, respectively. In addition, the Town is near Interstate 69. Railway available in Syracuse is CSX.
The Town of Syracuse is divided in half by a CSX mainline. The business areas on each side of the tracks have a very different and distinctive character. Downtown Syracuse has the character of a traditional small town business district. Brick buildings close to the street, wide sidewalks, and storefront window-shopping characterize this area. On-street parking separates pedestrian traffic. The commercial development at the north end of town and the commercial strip south of the railroad tracks each have a very different feeling. The dominance of roads, parking lots, power lines, signs, and automobiles characterizes this area. A sidewalk/trail system has been developed throughout town, which allows for walking around Syracuse Lake and into areas along Lake Wawasee.
Surrounding area institutions of higher learning include Notre Dame University, Manchester University, Indiana University — Purdue University Fort Wayne (PFW), University of St. Francis, Bethel College, Grace College, Ancilla College, Goshen College, Holy Cross College, Indiana Tech and Ivy Technical College. The local public schools of Wawasee, Goshen, and Fairfield are all silver medal high schools that ranked in the top 40 of 370 schools in the State of Indiana (U.S. News and World Report).
Gas and electricity are provided by Northern Indiana Public Service Company and telephone service by Brightspeed. Syracuse has a municipally owned waterworks and sanitary sewer works. There are also numerous high-speed internet providers servicing the community.
The Kosciusko County Area Planning Commission provides municipal planning services. Zoning ordinances are considered by the Planning Commission and approved by the Town Council. The Plan Commission has adopted a master plan for local development and implements the subdivision control ordinances. The Board of Zoning Appeals is a citizen-member body that grants Special Use Permits and variances from the zoning ordinances of the Town under appropriate circumstances. All Town ordinances are codified in a Town Code and updated periodically. The Town employs a full-time Building Inspection Department that assists the Plan Commission and Town Council in inspection matters.
Selection Process
The company selected for this project should have experience in security and video systems. The Town will be solely responsible for the selection of a consultant to conduct the desired work. The Town reserves the right to reject any or all proposals submitted in response to this RFQ. Proposals will initially be evaluated by Town staff. Based upon this evaluation, staff may develop a list for follow-up presentations and interviews. The selected consultants may be invited to make a short presentation to the Town Council and answer any questions regarding their proposals. The actual selection of the consultant will be made by the Syracuse Town Manager, with final approval from the Town Council.
Type of Contract
The Town will be looking to enter into a contract based on a fixed-price (or lump sum) with the selected company for the specified scope of services. Incremental payments to the consultant will be made at the completion of major tasks with a “not to exceed” contract amount. Ten percent of the contract price will be held as final payment upon delivery of the final product. The exact payment schedule will be negotiated and determined as part of the contract and shall be based on the budget provided with the proposal.
No reimbursement will be made by the Town of Syracuse or any other party to this agreement for any costs incurred prior to a formal notice to proceed under contract.
Timeline
Initial Response
Interested respondents should send a statement of qualifications and interest. All responses must be received no later than May 6th, 2026 at 4pm. All interested parties will be scheduled for a meeting and walk-through of town facilities no later than May 20th, 2026.
Sealed Bids
Formal Sealed Bids must be received no later than June 3rd, 2026 at 4pm

Completion
The Town desires this project to be completed by October 31st, 2026.
Bid Response
All companies wishing to submit a formal bid will need to submit (1) original and (2) copies of their proposal. Submissions should be clearly marked with “Proposal for Security Systems”. A bond equal to the amount of the contract will be required upon acceptance of the bid.
