ADVERTISEMENT FOR BIDS
1.1 PROJECT INFORMATION
Notice to Bidders: Qualified bidders may submit bids for the Project as described in this Document. Submit bids according to the Instructions to Bidders.

PROJECT DESCRIPTION The Project consists of the construction of a new single-story building, approximately 15,000 square feet. The building includes concrete foundation and slab, structural steel, metal stud framing, wood trusses, doors, windows, interior finishes (drywall, acoustical ceilings, flooring, casework), and MEP systems (fire protection, plumbing, HVAC, and electrical). Sitework includes earthwork, stormwater, paving, concrete, landscape, and irrigation. Other Work as indicated in the Contract Documents. Work will be under a single prime contract.
1.2 BID SUBMITTAL AND OPENING
The Owner will receive sealed lump sum bids until the bid time and date at the location given below. The Owner will consider bids prepared in compliance with the Instructions to Bidders issued by the Owner, and delivered as follows:

Bids will be publicly opened and read aloud thereafter.
Bids received after that time will be returned unopened.
The Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
1.3 BID SECURITY
Bid security shall be submitted with each bid in the amount of five (5) percent of the bid amount. No bids may be withdrawn for a period of sixty (60) days after the opening of bids.
1.4 PREBID MEETING
A Prebid meeting for all bidders will be held at Syracuse Public Library on Thursday, September 3, 2026, at 10:00 a.m. local time. Prospective prime bidders are requested to attend.

1.6 TIME OF COMPLETION
The successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
1.7 BIDDER’S QUALIFICATIONS
Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. Insurance in a form acceptable to the Owner will be required of the successful Bidder.
An out-of-state contractor will be obligated to show proof that they are registered with the Indiana Secretary of State to conduct business in the State of Indiana.
Bid proposals shall be properly and completely executed on the Bid Form provided. Each bid proposal shall be accompanied by an executed non-discrimination commitment (as included in the Supplementary Bid Form) and the State Board of Accounts Form 96, as required by the statutes of Indiana.
