Property owners and other interested parties in the Town of Leesburg, Indiana, are hereby notified that Ordinance No. 2023-1 establishing rates and charges for services to be rendered by the Sewage Works was introduced at a meeting of the Leesburg Town Council held on February 13, 2023. At a meeting of the Leesburg Town Council to be held at 6:30 p.m. (EST) on March 13, 2023, in the Town Hall, 100 E. Van Buren Street, Leesburg, IN 46538, there will be a public hearing on the matter of rates and charges, and consideration of adoption of said Ordinance No. 2023-1, which provides in part as follows:

Section 3.

(a) The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges as the same is determined by equivalent single-family dwelling units. Sewage service bills shall be rendered once each month (or period equaling a month). In any event, the equivalent dwelling unit (“EDU”) for any customer shall not be less than one. The schedule on which said rates and charges shall be determined is as follows:

Section 4.

(c) As is provided by statue, all rates and charges not paid by the 15th day of the month following receipt of billing are hereby declared to be delinquent and a penalty of ten percent (10%) of the amount of the rates and charges shall thereupon attach thereto.

Section 7. The owner of any lot, parcel of real estate, or building connecting to the sewage works shall, prior to being permitted to make a connection, pay an inspection fee in the amount of Twenty-five Dollars ($25.00) for each connection.

In addition to an inspection fee, the owner of any lot, parcel of real estate, or building connecting to the sewage works whose property was not included in the original construction and installation of the works and who has not paid the monthly rates and charges set forth herein shall pay a connection charge for each connection to the works in the amount of $1,000 per equivalent single-family dwelling unit. Connection charges shall also be imposed on all connections made to future extensions of the works.

At such hearing and prior to final adoption of said Ordinance, all interested parties may appear and be heard. A copy of Ordinance No. 2023-1 may be examined at the office of the Clerk-Treasurer.
