Invitation to Bidders; Notice is hereby given that the Kosciusko County Commissioners is requesting sealed proposals for work comprised of the expansion and redevelopment of the Kosciusko County Employee Parking lot, within the block surrounded by Washington Street, Fort Wayne Street, Lake Street and Main Street in downtown Warsaw. The project will generally include removal and replacement of pavement, milling and resurfacing of pavement, wedge and leveling of pavement and sidewalk removal and replacement. All qualified Contractors are invited to bid the work.

Issuing Office for the Bidding Documents: Complete digital project bidding documents are available at www.questcdn.com. Quest CDN will serve as the Issuing Office and maintain the plan holder list. Digital Bidding Documents may be downloaded for a non-refundable fee of $22 by inputting Quest project number QuestCDN eBidDoc #8942465 on the website’s projects search page. No paper copies will be provided by the Owner.

Pre-Bid Meeting: Will be held at 1:00 pm local time on February 8, 2024 at Old Courthouse, Old Court Room, 3rd Floor, 100 West Center St., Warsaw, IN. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid Submittal: All bids must be submitted to the Owner at the address listed above by 9:00 am on February 27, 2024 to be considered for the work. Bids shall be submitted in an opaque sealed envelope marked with the project title and include the name and address of the Bidder. Bids arriving after the time set will be returned unopened and only complete bids with all required materials will be considered.

Certification of Qualification Required: Copy of Valid Certificates of Qualification for Public Works Projects per IC 4-13.6-4 or IC 8-23-10 as Applicable. Required Only for Contract Award Greater Than or Equal to $300,000. Applies to all contractor tiers as defined by IC 5-16-13. Excludes suppliers as defined by IC 4-13.6-1-20.

Review and Consideration: All bids timely received shall be publicly opened and read aloud during the Kosciusko County Commissioner’s meeting at 9:15 am on February 27, 2024. Kosciusko County, Indiana reserves the right to reject all bids, waive defects and amend the Project’s scope. It is anticipated that the Kosciusko County Commissioners will take bids received under advisement and that a determination may be made at the County Commissioners March 12, 2024 meeting.
